As part of the upcoming federal budget, the Liberal government plans to slash funds for healthcare services used by refugees, starting on May 1, 2026.

Since 1957, the Interim Federal Health Program (IFHP) has provided short-term coverage for refugee claimants who are not eligible for provincial health and social programs. The IFHP helps cover the cost of urgent healthcare – including but not limited to medications, dental care, and mental health support – for refugees as they wait for a decision on their residency status.

Starting on May 1st, the federal government will introduce a co-payment system where beneficiaries will be required to pay 30% of supplemental healthcare products and services they receive, as well as pay $4 for each medicine prescription.

The government’s reasoning for this is to continue making IFHP accessible to eligible recipients while also keeping up with the growing demand of asylum seekers. But forcing asylum seekers to pay for urgent healthcare will only cause greater long-term harm. Many of those who enter the country as refugees do not have the financial stability to afford going to the dentist or crucial medication, leading them to avoid seeking treatment for illnesses that can prevent them from working, which can complicate their residency process.
