The intention of this tool kit is to share information with people with precarious status about access to services, what are the possibilities to regularize their immigration status, and what are their rights.
The FCJ Refugee Centre recognizes that all uprooted people have strengths and capacities to contribute to the host country where their migration status is irregular. We understand and empathize with the experiences of precarious migrants who are viewed as disposable/temporary labour in Canada.
The Centre strives to offer holistic support and find ways and means to help people formalize their status where possible.

The COVID-19 pandemic has forced government institutions to work differently. This document will present an overview on the impact of COVID-19 on the immigration and refugee system, including measures by the Immigration and Refugee Board (IRB), Immigration, Refugees and Citizenship Canada (IRCC), and the Canada Border Services Agency (CBSA).
We review how the IRB is gradually re-opening, how the Refugee Protection Division (RPD) is resuming in-person hearings, the option of a file review and the video-conference hearings pilot, IRCC changes on inland refugee claims and more.

The purpose of this tool-kit is to identify the impacts and relevance of the recent refugee system changes to victims and survivors of human trafficking, Non-Status Populations, LGBTQ+ Migration Population, Unaccompanied Minors, and Women and People Fleeing Gender Related Persecution.
This tool-kit addresses problems that are expected to result from the changes, and problems that have already been identified with the recent changes.
The research below is based on community research initiatives and tangible data collected at the FCJ Refugee Centre. Please note that this tool-kit does not aim to explain all the recent changes to the refugee system. For a clarification of the all the changes in the refugee system please visit Canada’s Refugee Process.
